植草さんの「菅首相日本語演説ならせめて漢字を読めないと」で知ったんだけど、菅直人首相が国連のスピーチを行った際、疾病を「しつびょう」と読んだとか。あの日本史上最も恥さらしな首相であった麻生太郎も笑っちゃうような漢字の間違いだよね。

そして、日本でもあれほど評判の悪かった「最小不幸社会」をまさか国連の場で言い放つとは想像もしていなかったよ。

しかし、ＴＢＳも人が悪いな。その間違った部分の動画をわざと目立つように配信しているところなんて（笑）。削除されないうちにご覧になられるようお勧めしたい。

菅総理大臣は、国連総会出席のため２２日、ニューヨーク入りし、さっそく演説に臨むなど初めての国連外交をスタートさせました。

「国のリーダーがまず果たすべきことは疾病、貧困、紛争といった不幸をできる限り小さくすること、つまりは最小不幸社会を作ることにあると」（菅首相）

途上国の支援を話し合うミレニアム開発目標の首脳会合で、初めて国連の演説に立った菅総理。自らが国内でも掲げる「最小不幸社会」の構築が、２０１５年までに途上国の貧困や乳幼児の死亡率などの改善を目指す、「ミレニアム開発目標」の理念に通じるものがあると述べました。

その上で、目標達成の期限である５年後までに、特に改善の進捗状況が遅れている「保健」と「教育」の分野に、合わせて最大８５億ドル（保健分野５０億ドル、教育分野３５億ドル）の支援を行うことを表明しました。

２３日からは、一般演説や安保理首脳会合なども行われ、国際舞台における日本の存在感が問われます。

一方、中国漁船衝突事件をめぐり関係が悪化している中国との首脳会談は、今のところ予定されていません。２３日に行われる日米首脳会談では、これまでの懸案に加え、この事件における日本の立場についてもアメリカ側の理解を求めたいところです。

国連では今後、重要な会合などが目白押しで、そうした中、菅総理にとって、ここニューヨークが中国との関係修復の糸口を見出す場所となるのか注目されます。（23日11:12）

菅首相は演説の反応が良かったように言っているけど、そりゃ、８５億円も寄付すりゃあ、反応もよくなるよね。それにしても、８５億円ならまだわかるけど、８５億ドルって８千５００億円だよね。日本もこんな状態なのに８５億円も貧困国に寄付するなんて、太っ腹だよね。本当に大丈夫なの？日本こそ、このくらいの支援金が欲しいところでは？

Kan pledges $8.5 bil in health, education aid for poor countries

NEW YORK ―　Prime Minister Naoto Kan pledged Wednesday during a U.N. summit on eradicating poverty that Tokyo will offer a total of $8.5 billion over five years from 2011 to help improve the health of mothers and babies as well as education services in poor countries.

In a speech to the summit on the U.N. Millennium Development Goals on poverty reduction in New York, the premier unveiled Japan’s new initiatives in the area of health and education, where progress on the goals set in 2000 for achievement in 2015 lags far behind other sectors.

Kan said Tokyo will implement policies to achieve the health-related MDGs in line with his goal of realizing ‘‘a society in which human suffering is reduced to a minimum’’ through efforts to alleviate sources of misery, such as diseases, poverty and conflicts. He has advocated the slogan domestically.

Specifically, Japan will offer $5 billion over the five years to support efforts to improve the maternal and pediatric health services, combat HIV/AIDS, tuberculosis and malaria as well as international health threats, such as the spread of new type of influenza.

Kan also unveiled Tokyo’s new initiative called EMBRACE, the acronym of ‘‘ensure mothers and babies regular access to care,’’ aimed at providing seamless and continued services to pregnant mothers and newborns by conducting regular checkups, improving access to hospitals and offering vaccinations.

Referring to his experience of tackling a scandal involving HIV-tainted blood products in Japan, in which an estimated 2,000 hemophiliacs were infected with the virus that causes AIDS, Kan said he has long been interested in the fight against the infectious disease.

Kan shot to fame in 1996 when he was health minister for battling with bureaucrats to uncover hidden documents and admitting the government’s responsibility in the scandal.

In the area of education, Japan will offer $3.5 billion in aid to back comprehensive efforts to improve the educational environment for children under the ‘‘School for All’’ initiative.

Under the initiative, Japan proposes a package of policies designed to support basic education for kids at community levels with the participation of schools and local administrations.

The package includes the training of teachers to offer higher-quality education services, provision of enough food and safe school facilities, and special care for girls and handicapped children.

Kan also said Japan will host an international conference next year to strengthen partnership in providing educational aid as a follow-up of the U.N. summit on MDGs.

The eight-point MDGs include halving abject poverty by 2015 from 1990 levels, reducing the number of children who die before reaching their fifth birthday by two-thirds, improving maternal health and ensuring that primary education is made universal to all, halting the spread of HIV/AIDS and promoting gender equality.

Earlier in the day, Japanese Foreign Minister Seiji Maehara told a roundtable session of the three-day MDGs summit through Wednesday that Tokyo is promoting the concept of ‘‘human security,’’ which focuses on the protection and capacity building of each individual, to meet the needs of the most vulnerable people in poor countries.

Maehara also stressed the need to shed light not only on the overall achievement of the MDGs but also on narrowing economic and social disparities in each country.

A society where the most vulnerable people such as minorities, the disabled and those who live in slum areas and remote villages are left behind is ‘‘unjust and unstable,’’ he said.
